What happened during this time period? [summarize events below]

1937

Wagner-Stegall Act – Federal funds allowed for the first major phase of public housing construction in Atlanta and the formal creation of local housing authorities for later management of public housing and the administration of federally supported housing funds.[1]

 

This year also saw the first Black families move into the segregated "University Homes" [maybe moved in 1938? conflicting dates on when completed] -- this was the "sister" project to the white segregated Techwood Homes and consisted of 675 units with a construction cost of ~2.5million

[1] U.S. Housing Act of 1937 – "Wagner-Stegall Act" (allotted federal funds for the formation of local “Housing Authorities” like the soon to be formed Atlanta Housing Authority)

1938

Atlanta Housing Authority (AHA) formed (May 18th) and Charles Palmer appointed as the first Chairman of the Board of Directors of the AHA at the first BOD meeting (June 11th)

1939

Construction begins on John Hopes Homes (segregated Black)

1940

This year saw the opening of three public housing developments by the AHA:

Clark Howell Homes (segregated white) 

Capitol Homes (white or Black???)

Herndon Homes open (white or Black???)

1941

Roy LeCraw defeats Hartsfield in mayoral race
